Media buying purchases attention and funnels it to offers: keyword auctions, social audiences, native placements, push inventories — arbitraging traffic cost against CPA/revshare value.

The gambling constraint layer

Every major ad platform gates gambling: certification requirements, licensed-market-only targeting, creative restrictions — and policy enforcement waves that reshape the channel overnight. Cloaking around those rules is a bannable (and program-terminating) practice that still shadows the vertical’s reputation. Programs courting media buyers must state platform-policy positions explicitly; “any traffic accepted” is either naivety or a compliance case pending.
