Closed-loop rules route money back where it came from: card deposits refund to the card up to deposited amounts, with only the excess (winnings) eligible for other rails.

Why it exists and where it chafes

It blocks the classic laundering pattern (dirty deposit in, clean withdrawal out via another channel) and is standard AML practice, not operator whim.
