MCC 7995 classifies gambling transactions across card networks, activating vertical-specific rules: issuer-level gambling blocks (bank policy or regulatory, as with UK credit-card prohibition), scheme registration requirements, and risk-pricing.
The miscoding temptation
Processing gambling under false MCCs (the “7995 laundering” of transaction coding) is scheme fraud — fines, termination and MATCH-listing follow discovery, and it’s a canonical gray-market failure mode. Legitimate operators optimize within the code: local APMs where cards block, correct 3DS flows, and issuer-outreach programs in newly regulated markets where blanket blocks linger after legalization.
